Luta ba Futuru (LbF)
Luta ba Futuru was founded on 7 November 2008 in Timor Leste by a group of activists. It is aiming increased awareness of the people of Manufahi and Ainaro district (Eastern part of Timor Leste) to control and take active participation role in the local development process through Civic Education, Monitoring to the Decentralization Plan Process, Social Audit, Disaster Risk Management and Natural Resource Management. Currently there are nine staff (3 of them are female) working at the secretariat.
The organization adopted four main strategies to achieve its goal which are: increasing people's understanding related to the local development and the separation of the municipalities; increasing people awareness on the fund allocation process from national to district level, increasing community understanding on the importance of social audit and strengthening the network among the government institutions and other non governmental organizations in the local development processess.
In mid 2009 Luta ba Futuro coordinate with the Manufahi development monitoring network was able to widely influence the community to demand the government and the local companies to be accountable and responsible for the irregularites and the poor qualities of the local development plans such as the road and bridge construction, the issue of power electricity, cash for work, etc, at the district level. There was an immediate response from companies and the government to improve their work and now communities can enjoy the service provided in the district.
Hivos support to Luta Ba Futuro because its objectives are in line with Hivos priority in Human Rights and Democratization sector, to increase the participation and raise the voice of the most vulnarable one at the ground level to participate in development processes.

| Through Hivos support Luta ba Futuro will be focusing its program at the grassroot level. Luta ba Futuro has organized critical mass called the Manufahi development monitoring network. Manufahi development monitoring network consist of community members, grassroot leaders, womens groups, young people and the students. The community will be participating the social audit training conduct by Luta ba Futuro, across two districts which covers 29 sukus from Manufahi district and 21 sukus from Ainaro district. By the end of 2010, it is expected that Luta ba Futuro program called "Dessiminate information and strengthening people'e participation in Social Audit program" will achieve the followings: - Specific interests of poor people, and women, such as hospitals for pregnant women are reflected in the development plan - The people of Manufahi and Ainaro are actively watching development process in their districts Hivos supports Luta ba Futuro program because it is all about empowering the people to engage in development. By having critical mass in the districts, local governments accountability can be maintained. |
