BAILEO Network
Baileo is a long-established Moluccan organisation with strong institutionalised linkages to other local NGOs in the target areas. It has a track record in rural livelihoods and community strengthening, and has played a province-wide role in the reconciliation process over the past ten years. The main target group of Baileo is indigenous groups in Maluku and Central Maluku. One of their significant achievements was to prenvent and eliminate potential conflict after the flag-raising incident of the Republic of South Maluku (RMS) in Ambon, 25 April 2004. Fears that unrest will spread widely, especially to the Lease Islands (Haruku, Saparua, Nusa Laut) around the island of Ambon, did not materialize. Kayeli Learissa Foundation, Baileo Network member based in the island of Maluku Haruku quickly anticipate, held a meeting of several indigenous leaders from several villages there. The traditional leaders also agreed not to be provoked and look after each other and warn each other. They said it would not hooked again to fall into this unfortunate and bitter lesson in 1999-2002.
Baileo Network was established on 29 May 1996 by several activists whose main program is community empowerment in Maluku, eastern part of Indonesia. It has 13 organizations affiliated to Baileo as a network of NGOs. Currently there are 7 (3 are females) staff working at the secretariat office to run daily activities. Hivos known Baileo since 1993-1997, in collaboration with South East Asia Popular Communication Programme (SEA-PCP). Through this project, which was funded by Hivos, Baileo Maluku conducted project on Popular Education to strengthen the knowledge and the critical thinking of Maluku people (farmers and fishers). The current commitment to partnership with Baileo is based on an arrangement from late 2009 whereby Oxfam Novib, a long-term partner of Baileo, will withdraw from Indonesia on the basis that Hivos will sustain its relationships and civil society capacity building activities.
Baileo main program approach to empower the people of Maluku is:
(1) Political and legal recognition of indigenous peoples rights, which includes resettlement of traditional communal areas where they used to live and settle in, in case communal rights have been violated.
(2) Strengthening traditional institutions and peoples organizations to exercise its self-identification and self-determination; and
(3) Education populist to all local residents so that they are critically aware of and understand all the problems, the sources of causes and consequences and its impact on their daily lives, as well as to restore their confidence and dignity as human beings dignity and have self-esteem.
Hivos support the organization since Baileo works to improved and increased access of small scale producers, like indigenous groups, to resources leading to sustainable income opportunities.

| Baileo and Hivos will work together to address the root causes of material and social deprivation for uprooted people in impermanent settlements on Ambon and Seram islands. The action will empower displaced men and women to plan and negotiate returns, and where necessary relocations, together with members of host communities. Essential infrastructure will be improved to provide access to safe water and sanitation based on joint planning with host communities, and community governance and linkages to government planning and budgeting will be strengthened. Particular attention and safeguards will be applied to ensure that the rights of vulnerable groups including women, children and older people are protected. Assistance will also be provided for livelihoods of displaced people and host communities to improve food and income security. Coordinating closely with local government, the action will also support advocacy of grassroots actors and at local and national levels to stimulate policy change in support of the rights of displaced people. Through European Commission and Hivos support, Baileo aim for: " 500 IDP households successfully negotiate access to land and resources for settlement and livelihoods in return/relocation sites and establish permanent dwellings " In 10 communities IDPs are integrated into inclusive and strengthened community institutions for planning and resource management, and essential facilities are improved for common benefit " 1000 IDP and host community households have access to sufficient skills and productive assets for sustainable livelihoods, with priority for poor and vulnerable women and men " IDPs effectively exercise their rights to government recovery assistance and ongoing development aid that is sensitive to their needs This program is relevant to Hivos objective to support marginalized groups access to land in post-conflict setting. Therefore, Hivos and European Commission facilitates the program. A Hivos liasion office is set-up in Maluku to implement the program. |
