ARCOIRIS - Asociación LGTB Arcoiris - Comayagüela HN054H. The LGTB Arcoiris Association from Honduras was created in 2003 by a group of people who felt the need for a discrimination-free space for expression and exchange of experiences. Its mission is to educate and empower the LGTB community in human rights, sex education, gender and integral health. The Arcoiris Association is a community-based organization, referring to the LGTB community who performs a relevant work in the national context for promotion and defense of the LGTB rights, and working directly with STD/HIV/AIDS. It is also an attractive organization due to its strong coordination and inter-governmental strengthening with other governmental NGOs, and non-governmental organizations at national and international levels. Today it is also the only nationwide organization that works with different subgroups of homosexual diversity, which are also fairly representative in their directive organ. Among the most persistent challenges of the Association, is seeking opportunities for dialogue, especially with the government sector, that is also one of the major transgressors of human rights of the LGTB community. For example, in Honduras it is practically impossible for any LGBT organization to achieve legal status and to meet this requirement of many donors; they can only do their work as HIV/AIDS organization. Arcoiris thinks that is going to achieve legal status and is looking for support among the defending human rights organizations. For Hivos, this is an interesting organization because it is a group of self-affected (a sexual minority), which seeks to challenge the marginalization it is exposed to in its country by the widespread discrimination and homophobia; an approximation entirely consistent with Hivos' policies for this topic. Arcoiris has grown thanks to its leaders and volunteers support and commitment, whose knowledge to educate and inform other members of the community who do not attend the organization., it is strengthening and updating at the same time.

| HN054H02 - Follow-up of the "Instituto promoción de los Derechos Humanos e Incidencia Política Casa Aroiris" Project. This Project gives follow-up to the first phase of the "Instituto promoción de los Derechos Humanos e Incidencia Política Casa Arociris", which began in 2007 and whose main objective is to support the legitimate human rights of LGBT. This second phase of the project focuses on three basic components: a) Training of the LGBT movement leaders in the areas of in human rights and political incidence. B) Political incidence for decision makers at government and public institutions levels that provide health and education services to the LGBT population. c) More visibility (in the media and political) of the movement in the celebration of the LGBT Pride Day, emphasizing the reporting of serious violations this population is subject to and demanding the recognition of their rights. Hivos considers support of this project strategic because: a) it emphasizes the strengthening of human rights in marginalized groups, such as the LGBT population; b) it is a community based organization that holds the greatest number of LGBT persons in Honduras and has achieved an important position compared to other institutions and movements in that country. |

| En este período la organización busca proyectar de manera estratégica su trabajo en pro de los derechos humanos de la comunidad LGBT. Tras el rompimiento del Estado de Derecho y el el Golpe de Estado (Junio 2009), la comunidad LGBT ha sido objeto de persecución, detenciones ilegales, amenazas de muerte e incluso violentos asesinatos contra sus dirigentes y activistas que se mantienen en la impunidad. Este proyecto trabajará fuertemente en la capacitación a líderes del movimiento LGBT, la denuncia de las violaciones graves a la comunidad y la sensibilización sobre la sociedad civil. Debido al contexto del país, Arcoiris cambia sus estrategias de incidencia política ya que tras el Golpe de Estado en Honduras, muchos tomadores de decisiones y aliados en puestos claves con los que trabajaban fueron removidos de sus cargos. El nuevo proyecto centrará su trabajo de incidencia en 3 componentes: Capacitación: dirigida a 30 líderes del movimiento LGBT (10 lesbianas, 10 trans y 10 gays) en temas vinculados con derechos humanos, diversidad sexual y participación ciudadana. Producción Teatral: montaje y dirección de 5 obras de teatro sobre los temas antes mencionados que se presentarán en 12 comunidades y 3 departamentos del interior. Festival Orgullo LGBT: 80 voluntarios organizados participan del festival de este año y hacen visibles las demandas del sector en el contexto del Golpe de Estado y junto al Movimiento Social en Resistencia. Hivos considera estratégico el apoyo a este proyecto en un país que tiene un contexto abiertamente represivo y violatorio de los derechos humanos de los grupos marginalizados, particularmente el sector de las minorías sexuales con que Arcoiris trabaja. |
