Institutional income

In 2010, Hivos worked with a budget of 75.2 million euros. In previous years, the total budget was125,5 million euros (2009) and 99,7 million euros (2008). The largest financier of Hivos is the Dutch government. By far the majority of the remaining funding comes from institutional funds.


The largest financier of Hivos is the Dutch Ministry of Foreign Affairs. In the previous rounds of subsidies (2007-2010) of what is known as the co-financing system, Hivos could count on a substantial contribution from the government. For this period, Hivos was awarded a total of 260.9 million euros, of which 64,7 million euros in 2010.

This means that the ministry has awarded Hivos the full amount for which it had applied. This is not to be wondered at, because of all the major development organisations Hivos’ application, as during the previous round of subsidies, was judged to be one of the best.

The introduction of the new subsidy system MFS means that it has become more important to acquire non-government income. Since 1 January 2009, Hivos must be capable of acquiring at least 25 percent of its income from sources other than the Ministry of Foreign Affairs. Most of those sources are gifts from private donors and public and private international funds. Hivos is proud to have reached the 30.2 percent in 2010.

The vast majority of the funds that Hivos acquired from non-government income originated from institutional funds. Hivos has successfully obtained funding from the European Union in recent years, for projects with specific themes and involving Hivos partner organisations.

Hivos now also works together with multilateral institutions that finance development projects. For example, Hivos is proud of the fact that it is currently the principal recipient and fund manager of funding provided by the Global Fund to Fight, Aids, Tuberculosis and Malaria for Bolivia.
