Organisation
Transparency and openness are very important to Hivos. This is expressed in the management structure, which makes a clear division between supervision, management and implementation. Since 1997 Hivos has used the Supervisory Board model in terms of its governance structure.
The executive management of Hivos is in the hands of the directors. The directors (who are also the managing board) are Manuela Monteiro and Ben Witjes. Manuela Monteiro has worked for Hivos for many years and became Executive Director of the organisation in 2002. In 2010, Ben Witjes replaced Allert van den Ham as Director of Programmes and Projects. In 2010 the total cost of the management board was 235,657 euros, including pension costs and employer’s social security contributions.
Hivos is also managed by the heads of the following bureaus:
* Sustainable Economic Development;
* Democratisation, Rights, AIDS and Gender;
* Culture, ICT & Media;
* External Relations; and
* Evaluation and Control.
The four directors of the regional offices in Southern Africa, Central America, India and Southeast Asia are also members of the management team.
Supervision of the correct expenditure of project funds and the way of working of Hivos are the responsibility of the bureau Evaluation and Control. This bureau additionally develops and supervises the monitoring and evaluation policy. The Office for Donor Relations (ODR) is responsible for access to (private) institutional funds.
Hivos also has a Supervisory Board that oversees the management board (directors) and Hivos in general. The Supervisory Board consists of nine members, three of whom were nominated by the constituent organisations Humanist League, Humanitas and Weezenkas, anchoring the humanist nature of Hivos in the supervisory body. The other members are from the wider network of Hivos and from relevant positions in society.
The number of Hivos employees increased slightly in 2010 from 241 in the previous year to a total of 256 employees.
