Mozambique National AIDS Service Organisation

MONASO was established in 1991 as an umbrella organisation for NGOs and CBOs working in the drive against the HIV/AIDS pandemic in Mozambique. It became a Hivos partner in 1995, when it received funding for institutional and running costs. By 1999, the organisation had more than 40 member organisations.

The specific objectives of MONASO include the mobilisation and sensitisation of civil society organisations in their fight against HIV/AIDS, as well as the co-ordination of activities so as to avoid duplication and waste of resources. The other objective is to stimulate and build capacity among the smaller organisations so that they can develop and implement appropriate interventions at the community level. This has been done through the exchange of information, human resources, and experiences. In addition to that, MONASO also seeks to provide a nationwide HIV/AIDS campaign and dissemination of information targeted at the broader Mozambican society.

The target group of MONASO consists of:
- social support and counselling groups
- development agencies, including Aids Service Organisations (ASOs) and women's groups
- the private sector, employment and worker organisations
- economic planners in government, Human Rights NGOs and trade unions
- schools and other tertiary institutions as a platform for effective dissemination.

The current support and activities will be geared towards the strengthening of MONASO's structures in the north throuhg the Nampula office. The major objective of this effort is to ensure that MONASO Nampula has the necessary capacity to serve its members as a co-ordinator of activities in the North. This entails establishing key networking and co-ordination capacity at national and provincial level. The other objective is the establishment of strong community focused responses to the HIV/AIDS pandemic. MONASO will be expected to actively coordinate its activities and to ensure that information on HIV and AIDS is accessible in the North. The target group comprises functioning HIV and AIDS organisations and groups in the provinces, community service providers and organisations representing People Living with AIDS (PLWA). The external evaluation and the on-going Capacity Building programmes have indicated areas which need to be strengthened in order for MONASO to become more effective in its co-ordinating role. A concerted effort by Hivos and other donors is essential in making this possible.
